delta: prevent possible null pointer use

scan-build from clang version 9 has reported following issue:

 delta.c:39:13: warning: Null pointer passed to 1st parameter expecting 'nonnull'
        int size = strlen(section) + 1;
                   ^~~~~~~~~~~~~~~
