Add new code/drivers for QC/A WiSoCs

New, more universal and clean code for:
- High Speed UART (old AR933x UART driver)
- Low Speed UART (for AR934x and QCA95xx)
- system clocks calculation
- SOC version and revision

Work still in progress (some TODO left in code)
